The bulk of a $3.50 child support collection charge is best understood as a fee rather than a tax. As such, it is presumptively reasonable and plaintiff has not rebutted that presumption. However, 25 cents of the fee earmarked for the Michigan Attorney General’s office is a tax, and a remand is necessary to develop a record on the tax’s constitutionality.
